Abstract

Artikel ini membincangkan bagaimana komuniti petani di Sabah, Malaysia, terkesan oleh dasar pembangunan yang direka untuk mengubah sektor pertanian daripada berorientasikan sara diri kepada sektor yang dinamik dan kompetitif melalui usaha intensifikasi dan pengkomersialan. Ia juga membincangkan bagaimana petani bertindak balas dengan program modenisasi dan komersialisasi tersebut seterusnya mempengaruhi kebolehcapaian matlamat yang disasarkan kerajaan. Meskipun pengeluaran padi di Sabah secara keseluruhan telah meningkat dengan ketara dalam beberapa dekad kebelakangan, namun, ia masih belum berupaya untuk mencapai kadar 60 peratus tahap sara diri untuk mengurangkan kebergantungan negeri kepada beras import. Kawalan terbatas kerajaan terhadap pasaran merupakan antara faktor mengapa petani sukar mendapat manfaat optimum daripada penglibatan mereka dalam pasaran berkait pertanian termasuk usaha pemodenan. Memberikan justifikasi kerelevanan peranan kerajaan dalam mengawal selia pasaran dan memandu hala tuju pembangunan luar bandar di Malaysia dan negara-negara membangun lainnya di era neoliberalisme.
